New app: Whisper AI

OpenAI provides a docker image for Whisper language AI model to serve as a Bazarr subtitle provider.

For all users using Bazarr I think this would be great addition as quality and availability of subtitles is getting ore and more problematic in recent years.

Implementing Whisper AI may serve as only subtitle provider due to its accuracy and reduce reliance on external providers and also reduce strain on provider API as well.
