update transmission-cli transmission-create to v4

current transmission command line utilities are v3 and do not support webseeds (option -w or option --webseed). rutorrent/rtorrent also does not support webseeds. i want to to create new .torrent files with web-seeds for use with the Internet Archive website and other webseed based sites. thanks.
