update transmission-cli transmission-create to v4

Feature Request

current transmission command line utilities are v3 and do not support webseeds (option -w or option --webseed). rutorrent/rtorrent also does not support webseeds. i want to to create new .torrent files with web-seeds for use with the Internet Archive website and other webseed based sites. thanks.

Hi everyone, I'm also a Transmission user and wondering if we could seize the opportunity to give a bump to stable version 4.0.6, including CLI utilities, as it's already there for around seven months and in use by a fair amount of peers. Thank you, in advance.
