Put service enhancements on website / elsewhere

Not everyone has or checks Discord on a regular basis. By putting the service enhancements on the website (say either as an announcement only for those logged in, and/or on the status page), it allows everyone to know about what's happened over the past month and what they can look forward to.

It's especially helpful in the recent case of everyone having to redownload the vpn config files from the UCP, due to a reissuing. As some people may not want to log in to Discord without being on the vpn, and by having it on the website, it allows more people to read it.
